The Office of Sponsored Programs Administration oversees the administration, compliance, and documentation of sponsored programs for The Rockefeller University, and works towards furthering the University's research enterprise.

Overview

Reporting to the Assistant Director, Sponsored Programs, the Sponsored Programs Officer (SPO) for Administrative Post Award is responsible for non-financial administration of all awarded sponsored research projects. The Sponsored Programs Officer: Administrative Post Award is a critical liaison between OSPA and Finance Research Administration, and keeps Assistant Director fully informed of non-routine matters. This position advises and supports the Director and Assistant Director on policies and procedures and on developing and maintaining OSPA online and other resources.

Responsibilities

Job responsibilities include:

Manages Award Receipt, Negotiation, and Setup 40%

• Negotiates the Terms & Conditions of awards with funding agencies as necessary, in coordination with Tech Transfer and Legal, and processing acceptance.

• Manages administrative aspects of all sponsored awards including prior approval requests, award transfers to other institutions, reviews of sponsors’ terms and conditions before and after awards are made.

• Notifies Investigators of awards and informs them of all reporting and other requirements as defined by the award’s terms and conditions.

Performs Compliance Management 25%

• Performs due diligence and sub-recipient monitoring; issues outgoing sub-contracts and modifications.

• Maintains full and timely documentation of all Post Award efforts, procedures, etc.

• Manages and follows Post Award procedures for interactions with compliance and other campus offices associated with Post Award management (IACUC, IRB, Tech Transfer, Finance, Legal Counsel, Research Support, and others as needed).

• Verifies compliance approvals are in place prior to processing award. If any compliance issues remain at the time of and/or during an award period, works with appropriate officials inside and outside OSPA before funds can be released and/or suspended.

Conducts Reporting, Data Management, and Collaboration 25%

• Maintains/updates awards in electronic grants management systems and any remaining award paper folders.

• For all closeouts: tracks closing documentation due dates, obtains reports from PIs, requests no-cost extensions as needed, etc. and updates in files in RAS-Grants and paper folders.

• Works with the Assistant Director to develop and run reports relating to award receipts.

• Tracks outstanding awards and subcontracts. Interacts with labs and sponsors to determine status of funding, clarifies policies and guidelines, etc.

• Assists the pre-award area as needed.

• Oversees record retention needs as dictated by internal and sponsor policies.

Performs related duties & responsibilities as assigned/requested 10%

Qualifications

Bachelor's degree and a minimum of two years of relevant experience in research administration at either a department or central level required. CRA Certification preferred. Senior SPO position may be considered depending on qualifications and experience.

Familiarity with federal biomedical funding agencies (e.g., NIH, NSF, DOD) required. Must have the ability to plan, organize, coordinate, and perform work in various situations with numerous and diverse demands. Must accurately prepare and maintain records, files and reports and be able to work successfully as both a member of a team and independently with minimal supervision. Must be professional while interacting with a diverse group of staff, faculty, students, and the community in an academic-oriented environment. Must be able to effectively manage multiple priorities simultaneously and meet inflexible deadlines in a fast-paced environment.
